Our General Secretary, Alessandra Aula, coordinates the activities of our Regional Delegations and all operating services. She is also responsible for BICE’s Permanent Representatives with the institutions and the international authorities.
Permanent Representation
Under the impulse of Alessandra Aula, the permanent Representation is responsible for the development and coordination of advocacy with the international and European authorities, notably with the Committee on the Rights of the Child and the United Nations Human Rights Council. It is also set to work for and with our network of members and partners, together with the Regional delegations.

Regional networks
The programs and projects of BICE are elaborated, financed, coordinated and implemented by our four Regional networks:
- Africa: Programs targeted at children in conflict with the law, victims of abuse, living in the street or in extreme poverty, victims of armed conflicts, handicapped children and working children.
- Latin America and the Caribbean: BICE develops and coordinates actions with a network of 30 local organisations, with and for ill-treated and sexually abused children, children in conflict with the law, and also young victims of work exploitation.

- Asia: With the help of local partners, we fight against children trade, against violence and abuse and sexual exploitation.
- Europe and Community of Independent States (CIS): This delegation works on handicap-related projects, as well as on programs for the prevention of sexual abuse and ill-treatment.

Research and Development
The Research and Development unit focuses on the realtionships between resilience and children’s rights. Training sessions and conferences are organized every year and research works on childhood are published

Donor relationship, Fundraising and Communication
The Communication team, based in Paris, manages the relationship with our donors, the partnerships and the promotion of the association through events like the movie documentary Festival « Enfance dans le Monde ».
Bice-Belgium
Bice Belgium is a non-profit association of professionals experienced in children’s affairs whose primary objective is to promote consideration of the dignity and rights of children living in Belgium. Bice-Belgium annually releases approximately three thematical publications related to concrete cases of children’s rights issues. Bice-Belgique is also a member of CODE (Joint Committee of Belgian NGOs for Children’s Rights). The association is presided over by Mr. Jean-Yves Hayez, child psychiatrist for infants and juveniles and Professor Emeritus of the Catholic University of Louvain. He also possesses a deliberative voice in BICE’s Administrative Council.
Pro-Bice Foundation
The Pro-Bice Foundation (formerly the Prop Pueris Foundation) is a Swiss legal foundation established in 1987. It offers financial, technical, and legal laid to BICE’s programs, initiatives, and operations. Since 2010, Mr. Mikael Karlström has served as its President ; he also serves in BICE’s Administrative Council with non-deliberative powers
