The rights of children of incarcerated parents addressed by the Human Rights Council The children of prisoners are collateral victims of the penal system, both in developing and developed countries. It is vital to preserve the bond between the child and the incarcerated parent. Mail, visits, or even a stay in the prison for a limited period, enables the child to maintain a relationship with his father or mother, regardless of the criminal acts of the parent. Delinquency and imprisonment can mean that the parent loses his legal parental role, but symbolically and emotionally, he remains the child’s parent.
