BICE is leading a long and exacting work with vulnerable children in the Democratic Republic of the Congo (DRC). Since 1996 we have set up Welcome Centres in Kinshasa, in Kanang, and in Mbuji-Mayi.
Despite the progressive improvement of the legal framework of child protection, the question still remains worrying.
Following the aftermath of war and in a context of socio-economic deregulation, we see generations of children living on the street, but also parents and even grand parents on the street. Besides, an increasing number of children victims of exclusion and marginalisation: children said to be sorcerers, girls becoming mothers, children in conflict with the law and deprived of their freedom, children exploited for work, and children victims of violence and sexually abused. The situation is particularly worrying for girls.
To face this cruel observation, we take action to defend the rights of vulnerable children in our local programmes. We make sure that these children and adolescents:
- are welcomed in BICE centres, where they can benefit from a psychosocial, food and clothing support, as well as medical care
- manage their reinsertion at school and in their families
- receive a professional training or reorientation
- receive a legal and judicial assistance
Important facts
- We have contributed to the penal reform for minors; the State has already set legal majority to 18.
- We have been distributing Compendiums published in 2005 to 324 partners. These compendiums present the legislation applying to children associated with armed forces and groups, and to children victims of armed conflicts, as well as a collection of best practices linked to child rights implementation.
