Pr\u00e8s de 47% de la population vit en dessous du seuil de pauvret\u00e9 (<a title=\"Source : UNICEF and UIS, Global Initiative on Out-of-School Children: Tajikistan Country Study, 2013.\" href=\"#note1\" name=\"retour au texte\">\u00b9<\/a>). Plus de 40% a moins de 20 ans. Le syst\u00e8me scolaire est donc souvent d\u00e9faillant, particuli\u00e8rement dans les zones rurales.<br \/>\nDans ces conditions, les enfants en situation de handicap sont tout \u00e0 fait marginalis\u00e9s en terme d\u2019\u00e9ducation. 80% ne vont pas \u00e0 l\u2019\u00e9cole. Et ce taux est certainement encore sous-\u00e9valu\u00e9 pour les enfants avec des troubles mentaux qui n\u00e9cessitent un accompagnement personnalis\u00e9.<\/p>\n<p style=\"text-align: justify;\">L\u2019adoption du Cadre National sur l\u2019\u00c9ducation Inclusive pour les enfants en situation de handicap en 2011 (<a title=\"Source : UNICEF and UIS, Global Initiative on Out-of-School Children: Tajikistan Country Study, 2013.\" href=\"#note1\" name=\"retour au texte\">\u00b2<\/a>) et le retrait progressif des enfants des institutions pour un retour en famille sont des avanc\u00e9es positives. En mars 2018, le Tadjikistan a enfin sign\u00e9 la Convention de l\u2019ONU relative aux droits des personnes handicap\u00e9es.<\/p>\n<p>Il y a plus d\u2019un an, le BICE et son partenaire local IRODA lan\u00e7aient un premier projet en faveur de l\u2019\u00e9ducation inclusive des enfants atteints de Troubles du Spectre Autistique (TSA). Deux \u00e9coles publiques de Douchanb\u00e9 participaient \u00e0 cette action pilote pour accueillir dans leurs classes les enfants handicap\u00e9s et leurs accompagnants (\u00e9quivalent d\u2019un auxiliaire de vie scolaire dans le syst\u00e8me fran\u00e7ais).<\/p>\n<p><center><iframe src=\"https:\/\/www.youtube.com\/embed\/jC7actKwORE?rel=0&amp;controls=0\" width=\"560\" height=\"315\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><\/iframe><center><\/center><\/center><\/p>\n<h2 style=\"text-align: justify;\">L&#8217;\u00a0\u00e9cole inclusive comme mod\u00e8le<\/h2>\n<p style=\"text-align: justify;\">Fort des r\u00e9sultats tr\u00e8s positifs obtenus lors de cette phase initiale, le BICE et IRODA \u00e9tendent et renforcent leur partenariat en faveur de l\u2019\u00e9ducation inclusive dans le pays.<\/p>\n<ul>\n<li style=\"text-align: justify;\"><strong>200 enfants en situation de handicap seront scolaris\u00e9s<\/strong>. Tous suivront des cours d\u2019adaptation qui leur permettront de participer \u00e0 des activit\u00e9s, de rencontrer d\u2019autres \u00e9l\u00e8ves et d\u2019int\u00e9grer, pour certains, des classes inclusives, avec l\u2019aide d\u2019un accompagnant. Leurs parents seront form\u00e9s afin de les accompagner au mieux dans ce processus d\u2019int\u00e9gration.<\/li>\n<li style=\"text-align: justify;\"><strong>Enseignants et directeurs d\u2019\u00e9coles de la r\u00e9gion sont invit\u00e9s \u00e0 d\u00e9couvrir ces classes inclusives mod\u00e8les<\/strong>. En parall\u00e8le, un module de formation sur l\u2019\u00e9ducation inclusive est int\u00e9gr\u00e9 dans le programme de l\u2019IFCE (Institut de Formation Continue pour les Enseignants) de Douchanb\u00e9.<\/li>\n<li style=\"text-align: justify;\"><strong>Des liens sont nou\u00e9s avec deux internats de la ville qui accueillent des enfants en situation de handicap.<\/strong> L\u2019objectif est d\u2019offrir \u00e0 ces enfants un minimum d\u2019activit\u00e9s \u00e9ducatives. Mais aussi de sensibiliser les parents aux solutions alternatives et de faciliter la transition, pour ceux qui le souhaitent, vers l\u2019\u00e9cole inclusive.<\/li>\n<\/ul>\n<p style=\"text-align: justify;\">L\u2019ensemble de ces actions sera coupl\u00e9 \u00e0 une vaste campagne de sensibilisation aupr\u00e8s du grand public. Ainsi, des \u00e9v\u00e9nements pour promouvoir l\u2019\u00e9ducation inclusive auront lieu au long des deux ann\u00e9es : \u00e9v\u00e9nements sportifs, animations en centre commercial, discussions dans les \u00e9coles\u2026<br \/>\nElles serviront, de plus, d\u2019outils de plaidoyer aupr\u00e8s du Minist\u00e8re de l\u2019Education pour demander, entre autre, la reconnaissance et la r\u00e9mun\u00e9ration des postes d\u2019accompagnant.<\/p>\n<h2 style=\"text-align: justify;\">Activit\u00e9s<\/h2>\n<ul>\n<li>Scolarisation des enfants en situation de handicap<\/li>\n<li>Formation du personnel enseignant aux m\u00e9thodes de l\u2019\u00e9ducation inclusive<\/li>\n<li>Sensibilisation des parents des enfants institutionnalis\u00e9s \u00e0 l\u2019\u00e9ducation inclusive<\/li>\n<li>Sensibilisation du grand public \u00e0 l\u2019\u00e9ducation inclusive<\/li>\n<li>Plaidoyer aupr\u00e8s des autorit\u00e9s nationales pour la promotion d\u2019une \u00e9cole inclusive<\/li>\n<\/ul>\n","protected":false},"excerpt":{"rendered":"<p>Au Tadjikistan, un nombre infime d\u2019enfants en situation de handicap mental ont acc\u00e8s \u00e0 l\u2019\u00e9ducation.
