Environ 70% des enfants et adolescents qui vivent dans des zones marginalis\u00e9es sont en effet contraints de travailler.<\/p>\n<p>Autre facteur d\u00e9terminant : la violence sociale. Avec une moyenne annuelle de 477 homicides d\u2019enfants (80% de gar\u00e7ons et 20% de filles), la crainte est forte de subir des violences sur le chemin de l\u2019\u00e9cole ou en son sein. Les enfants et adolescents des familles les plus d\u00e9munies sont \u00e9galement des cibles faciles pour le recrutement des gangs (rapport <em>CIDH, Violencia, ni\u00f1ez y crim\u00e9n organizado<\/em>, 2015).<\/p>\n<h2>Les filles particuli\u00e8rement touch\u00e9es par la d\u00e9scolarisation au Guatemala<\/h2>\n<p>Les filles, contraintes de s\u2019occuper de leurs petits fr\u00e8res et s\u0153urs, des travaux domestiques ou parce qu\u2019elles tombent enceintes, ont elles un taux de d\u00e9crochage encore plus important. Enfin, autre probl\u00e9matique : l\u2019offre \u00e9ducative publique ne tient pas compte de la dimension culturelle de la population. Dans des contextes o\u00f9 les habitants sont majoritairement indig\u00e8nes &#8211; comme c\u2019est le cas \u00e0 Chinautla, \u00e0 la p\u00e9riph\u00e9rie de la capitale, o\u00f9 la fondation Pedro Poveda, partenaire du BICE, d\u00e9veloppe le programme* -, l\u2019\u00e9ducation bilingue n\u2019est en effet pas dispens\u00e9e.<\/p>\n<h2>Le Guatemala consacre \u00e0 l\u2019\u00e9ducation un budget trop faible<\/h2>\n<p>La Constitution garantit le droit \u00e0 l\u2019\u00e9ducation et les six ann\u00e9es du primaire sont obligatoires et gratuites. Mais le budget consacr\u00e9 \u00e0 ce secteur est consid\u00e9rablement en de\u00e7\u00e0 des attentes. Le Comit\u00e9 des droits de l\u2019enfant de l\u2019ONU note par exemple que moins de 15% des classes disposent d\u2019un espace et de mat\u00e9riel et fournitures scolaires suffisants. Ce pourcentage diminue encore dans les zones p\u00e9riurbaines et rurales.<\/p>\n<h2>Actions du BICE et de son partenaire la fondation Pedro Poveda<\/h2>\n<p>\u00c0 Chinautla, la population subit ces diff\u00e9rentes probl\u00e9matiques. Parmi les actions programm\u00e9es par le BICE et la fondation Pedro Poveda dans le cadre du programme <a href=\"https:\/\/bice.org\/fr\/actions-de-terrain\/domaines-daction\/le-bice-une-association-qui-agit-pour-le-droit-a-leducation-de-tous-les-enfants\/le-projet-ecoles-sans-murs-pour-leducation-des-enfants-dans-les-zones-defavorisees\/\">\u00c9coles sans murs<\/a> (2020-2023) :<\/p>\n<h6>Lutter contre le d\u00e9crochage scolaire<\/h6>\n<p>&#8211; Plaidoyer pour l\u2019\u00e9laboration d\u2019un ensemble de politiques publiques convergentes. Sur les th\u00e8mes de l\u2019\u00e9ducation, la culture, le logement, la sant\u00e9 et pour l\u2019allocation d\u2019un budget cons\u00e9quent pour leur mise en \u0153uvre.<br \/>\n&#8211; Consolidation du Programme d\u2019appui tutorial (PAT). Ce PAT\u00a0 jouit d\u00e9j\u00e0 de la reconnaissance de la direction d\u2019\u00c9ducation extrascolaire, comme instrument d\u2019accompagnement scolaire alternatif pour les adolescents qui ont quitt\u00e9 l\u2019\u00e9cole.<br \/>\n&#8211; Soutien alimentaire et ouverture des activit\u00e9s r\u00e9cr\u00e9atives aussi aux fratries.<br \/>\n&#8211; Sensibilisation des familles sur l\u2019importance de l\u2019\u00e9ducation.<br \/>\n&#8211; Formation du personnel \u00e9ducatif et mise \u00e0 disposition de ressources p\u00e9dagogiques. Afin qu&#8217;il puisse r\u00e9pondre \u00e0 la diversit\u00e9 culturelle du contexte et innover sur sa m\u00e9thode d\u2019enseignement.<\/p>\n<h6>Favoriser la participation des enfants et promouvoir la bientraitance<\/h6>\n<p>&#8211; Mobilisation des acteurs politiques et des adolescents ; pour que ces derniers participent au Bureau de la Jeunesse cr\u00e9\u00e9 en 2018 par la municipalit\u00e9.<br \/>\n&#8211; Plaidoyer aupr\u00e8s de ce Bureau pour la mise en place d\u2019espaces communautaires bientraitants.\u00a0 Et ce, afin de d\u00e9velopper des activit\u00e9s ludiques, sportives et r\u00e9cr\u00e9atives.<br \/>\n&#8211; Renforcement de la prise de conscience et de la mobilisation des familles et de la communaut\u00e9 en faveur du droit \u00e0 l\u2019\u00e9ducation et de la non-violence.<br \/>\n&#8211; Travail en lien avec le minist\u00e8re de la Sant\u00e9, les organismes publics et les associations de Chinautla ; pour la r\u00e9alisation d\u2019actions de pr\u00e9vention contre la violence sexuelle.<br \/>\n&#8211; Plaidoyer aupr\u00e8s des autorit\u00e9s publiques.
