{"id":65781,"date":"2022-01-05T16:38:33","date_gmt":"2022-01-05T15:38:33","guid":{"rendered":"https:\/\/bice.org\/?p=65781"},"modified":"2024-07-31T15:30:42","modified_gmt":"2024-07-31T13:30:42","slug":"ecoles-sans-murs-premier-bilan-satisfaisant-en-depit-de-la-crise-covid","status":"publish","type":"post","link":"https:\/\/bice.org\/fr\/ecoles-sans-murs-premier-bilan-satisfaisant-en-depit-de-la-crise-covid\/","title":{"rendered":"\u00c9coles sans murs : premier bilan satisfaisant en d\u00e9pit de la crise covid"},"content":{"rendered":"\n<p>L\u2019engagement du BICE et de ses partenaires au Cambodge, Guatemala, Paraguay et R\u00e9publique d\u00e9mocratique du Congo (RDC) \u00e9tait, qu\u2019aux termes du programme en 2023, plus de 8 000 enfants et adultes aient b\u00e9n\u00e9fici\u00e9 directement des activit\u00e9s de sensibilisation, formation, plaidoyer, protection, appui nutritionnel et psychosocial. Pr\u00e8s de 46 000 de fa\u00e7on indirecte.<\/p>\n\n\n\n<p>Un peu plus d\u2019an apr\u00e8s le lancement du programme, le bilan est positif&nbsp;: 2 660 enfants et adolescents b\u00e9n\u00e9ficiaires. Et ce, malgr\u00e9 la covid-19. \u00c0 laquelle s\u2019ajoute, en RDC, l\u2019ins\u00e9curit\u00e9 li\u00e9e \u00e0 la pr\u00e9sence de groupes arm\u00e9s et l\u2019\u00e9ruption en mai 2021 du volcan Nyiragongo. \u00ab <em>Dans le monde entier, la fermeture des \u00e9coles a eu un impact dramatique sur l\u2019acc\u00e8s au droit \u00e0 l\u2019\u00e9ducation. Les diff\u00e9rentes formes d\u2019enseignement \u00e0 distance n\u2019ont en g\u00e9n\u00e9ral pas permis d\u2019assurer une v\u00e9ritable continuit\u00e9 p\u00e9dagogique pour diverses raisons&nbsp;: le manque de pr\u00e9paration des \u00e9coles et des professeurs, les in\u00e9galit\u00e9s d\u2019acc\u00e8s \u00e0 un ordinateur et \u00e0 Internet ou encore l\u2019isolement des enfants face aux apprentissages<\/em>, souligne Alessandra Aula, secr\u00e9taire g\u00e9n\u00e9rale du BICE. <em>Avec, comme pire cons\u00e9quence l\u2019abandon scolaire. <\/em><em>La fermeture des \u00e9coles a \u00e9galement menac\u00e9 les progr\u00e8s r\u00e9alis\u00e9s sur le plan de l\u2019\u00e9galit\u00e9 entre les genres, exposant de nombreuses filles \u00e0 des risques accrus de violence bas\u00e9e sur le genre et d\u2019exploitation sexuelle \u00e0 commencer dans leur propre foyer.<\/em>&nbsp;\u00bb<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Favoriser l\u2019acc\u00e8s \u00e0 l\u2019\u00e9ducation&nbsp;: les premiers r\u00e9sultats<\/h2>\n\n\n\n<p>Dans ce contexte difficile, nos partenaires locaux ont tout de m\u00eame r\u00e9ussi \u00e0 garantir aux enfants accompagn\u00e9s l&#8217;acc\u00e8s \u00e0 des apprentissages de qualit\u00e9. Et ce, gr\u00e2ce \u00e0 leur forte mobilisation, leur inventivit\u00e9, ainsi que leur parfaite connaissance du terrain et des populations en situation de vuln\u00e9rabilit\u00e9 aupr\u00e8s desquelles ils interviennent. Pour cela, ils ont notamment mis en place des petits groupes de travail et des visites r\u00e9guli\u00e8res \u00e0 domicile&nbsp;; ce qui a permis aux enfants de ne pas perdre contact avec leurs \u00e9coles qu\u2019elles soient publiques ou non formelles. Par ailleurs, tous les partenaires ont garanti aux foyers un appui humanitaire et un soutien psychologique qui se sont r\u00e9v\u00e9l\u00e9s fondamentaux. La plupart des familles ont ainsi b\u00e9n\u00e9fici\u00e9 des conditions n\u00e9cessaires pour continuer \u00e0 soutenir l\u2019\u00e9ducation de leurs enfants.&nbsp;&nbsp;<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Guatemala<\/h3>\n\n\n\n<p>Au Guatemala, dans la zone marginalis\u00e9e de Chinautla, la totalit\u00e9 des \u00e9l\u00e8ves b\u00e9n\u00e9ficiant des cours de soutien scolaire donn\u00e9s par notre partenaire la Fondation Pedro Poveda se sont ainsi maintenus dans le syst\u00e8me scolaire formel. Quant aux enfants d\u00e9scolaris\u00e9s et qui suivaient au sein de la fondation un programme d\u2019\u00e9ducation individualis\u00e9, 85% d\u2019entre eux ont int\u00e9gr\u00e9 \u00e0 la fin de l\u2019ann\u00e9e scolaire une \u00e9cole publique.<\/p>\n\n\n\n<p>Par ailleurs, la biblioth\u00e8que, la ludoth\u00e8que et la salle d\u2019informatique de notre partenaire &#8211; adapt\u00e9es aux restrictions li\u00e9es \u00e0 la pand\u00e9mie &#8211; ont \u00e9t\u00e9 fr\u00e9quent\u00e9es par 688 enfants et 73 jeunes. \u00ab&nbsp;<em>L\u2019emprunt de livres pendant cette p\u00e9riode \u00e9tait essentiel \u00e0 nos yeux. <\/em><em>Il a facilit\u00e9 l\u2019implication des familles dans l\u2019apprentissage de leurs enfants. Nous avons \u00e9galement orient\u00e9 les jeunes vers des ouvrages sp\u00e9cifiques sur l&#8217;\u00e9galit\u00e9 des sexes, le respect de la diversit\u00e9 ethnique, la bientraitance\u2026 afin de stimuler des comportements positifs au sein des familles<\/em>&nbsp;\u00bb, pr\u00e9cise notre partenaire.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Paraguay<\/h3>\n\n\n\n<p>Au Paraguay, les activit\u00e9s men\u00e9es par Callescuela aupr\u00e8s des parents et des enfants ont notamment permis d\u2019\u00e9viter le d\u00e9crochage scolaire de 68 enfants. <em>\u00ab&nbsp;Avec l\u2019aggravation de la pauvret\u00e9 li\u00e9e \u00e0 la crise sanitaire et \u00e9conomique, beaucoup de parents, travailleurs informels, \u00e9taient tent\u00e9s d\u2019emmener leurs enfants avec eux pour gagner un peu plus. Ainsi, en plus du soutien scolaire (\u00e0 distance, en petits groupes ou individualis\u00e9), nous avons sensibilis\u00e9 les m\u00e8res, mais aussi les p\u00e8res \u00e0 l\u2019importance de l\u2019\u00e9ducation de leurs enfants et notamment de leurs filles<\/em>&nbsp;\u00bb, pr\u00e9cise notre partenaire. Ces &nbsp;efforts ont de surcro\u00eet permis \u00e0 deux filles-m\u00e8res, l\u2019une jeune maman, l\u2019autre future maman de se maintenir dans l&#8217;enseignement formel.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Cambodge<\/h3>\n\n\n\n<p>Au Cambodge, notre partenaire Op\u00e9rations Enfants du Cambodge a, entre autres \u0153uvr\u00e9, pour que 225 enfants jusqu\u2019alors non-scolaris\u00e9s des villages recul\u00e9s de la r\u00e9gion de Preah Sihanouk dans le sud du pays fassent leur premi\u00e8re rentr\u00e9e. Accompagn\u00e9es sur le plan administratif et sensibilis\u00e9es au droit \u00e0 l\u2019\u00e9ducation, les familles ont en effet accept\u00e9 que leurs enfants int\u00e8grent l\u2019\u00e9cole publique ou l\u2019une des six \u00e9coles non-formelles g\u00e9r\u00e9es par OEC.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">R\u00e9publique d\u00e9mocratique du Congo<\/h3>\n\n\n\n<p>En RDC, les 157 adolescents suivis, \u00e0 Bukavu par Peder et \u00e0 Goma par Ghovodi, ont b\u00e9n\u00e9fici\u00e9 d\u2019un accompagnement psychosocial afin qu\u2019ils puissent ensuite se lancer pleinement sur le chemin de l\u2019apprentissage. Des membres des organisations partenaires, form\u00e9s comme tuteurs de r\u00e9silience, ont \u00e9galement men\u00e9s plusieurs ateliers de r\u00e9silience avec eux. Cela a facilit\u00e9 leur r\u00e9habilitation et leur r\u00e9int\u00e9gration au sein de leur famille.<\/p>\n\n\n\n<p>Les 80 adolescents suivis par Peder ont tous particip\u00e9 \u00e0 des cours de remise \u00e0 niveau. Apr\u00e8s une ann\u00e9e r\u00e9ussie, ils ont commenc\u00e9 leur formation professionnelle en septembre. \u00c0 Goma, sur les 77 jeunes filles b\u00e9n\u00e9ficiaires, 52 \u00e2g\u00e9es de 14 \u00e0 17 ans ont choisi de suivre une formation scolaire, apr\u00e8s un an de remise \u00e0 niveau&nbsp;: 29 en centre public de rattrapage et 23 dans des \u00e9tablissements formels. Les 25 autres ont pr\u00e9f\u00e9r\u00e9 se concentrer sur leur activit\u00e9 g\u00e9n\u00e9ratrice de revenu (AGR).<\/p>\n\n\n\n<p>Car, parall\u00e8lement aux cours de remise \u00e0 niveau, toutes les jeunes filles ont \u00e9t\u00e9 form\u00e9es au montage et \u00e0 la gestion d\u2019AGR, puis r\u00e9parties en huit groupes pour lancer leurs activit\u00e9s. \u00ab&nbsp;<em>Bien qu\u2019elles tirent toutes un b\u00e9n\u00e9fice hebdomadaire de leur AGR, l\u2019\u00e9ruption volcanique a fortement ralenti le d\u00e9veloppement de leurs activit\u00e9s. Au Cambodge, par exemple, six associations de parents ont \u00e9t\u00e9 cr\u00e9\u00e9es. L\u2019occasion pour les familles d\u2019\u00eatre inform\u00e9es, d\u2019\u00e9changer sur ces sujets et de prendre part \u00e0 la vie de l\u2019\u00e9cole (travaux de r\u00e9paration, am\u00e9nagement d\u2019une classe\u2026). De leurs c\u00f4t\u00e9s, les \u00e9l\u00e8ves participent \u00e0 des clubs \u00ab&nbsp;Droits de l\u2019enfant&nbsp;\u00bb dans lesquels leur prise de parole est fortement valoris\u00e9e.<\/p>\n\n\n\n<p>Autre exemple. En RDC, Ghovodi a travaill\u00e9, avec les adolescentes puis avec leurs parents (p\u00e8res et m\u00e8res), sur l\u2019\u00e9galit\u00e9 entre les filles et les gar\u00e7ons lors d\u2019ateliers sur la masculinit\u00e9 positive. Des ateliers cr\u00e9\u00e9s par notre partenaire et qui r\u00e9pondent donc au contexte local. Ainsi, dans les quatre pays d\u2019intervention, les activit\u00e9s men\u00e9es en petits groupes ont port\u00e9 leurs fruits. Dans les familles, les premiers signes de changement de regard sur la parentalit\u00e9, l\u2019\u00e9ducation et les droits de l\u2019enfant ont ainsi pu \u00eatre observ\u00e9s par les partenaires.<\/p>\n\n\n\n<p>Enfin, en ce qui concerne le plaidoyer en faveur d\u2019une \u00e9ducation de qualit\u00e9 pour tous, au niveau de chaque pays et sur le plan international, une partie des actions pr\u00e9vues a \u00e9t\u00e9 report\u00e9e sur la 2<sup>e<\/sup> partie du programme. Et ce, toujours en raison de la pand\u00e9mie et des restrictions dans les d\u00e9placements.
